Johnston County commissioners voted Nov. 17 to allocate $783,985 to support conservation easements intended to keep farmland in production.
Greg Walker of the Johnston Soil & Water Conservation District told the board the request would fund two imminent easement closings (parcels of roughly 108 and 94 acres), cover closing costs and finish survey work. Walker said the district had previously closed one easement with county support (about $209,000) and added $91,200 for surveys; he noted a $335,000 award that can be used as matching funds for applications and that the county’s request would leverage multiple grant and partner dollars.
"Our request is for the 783,985," Walker said, explaining the components of the ask and the broader pipeline of 12–14 parcels ready if funds are available. Annette Adams, introduced as the new easement specialist, said she will focus on the real‑estate side and that she expects to move into a full‑time role Dec. 1.
A commissioner moved to allocate the requested amount; the motion passed by voice vote. Commissioners discussed the perpetual nature of easements and the benefit of preserving farmland rather than allowing development.
What’s next: The Soil & Water office will proceed with the two closings and continue outreach to landowners; staff said several additional applications remain ready for funding if matching dollars become available.
