A Selma‑area homeowner told the Johnston County Board of Commissioners on Nov. 17 that county building inspections failed to catch changes to an engineered roof and that the contractor will not respond to requests for correction.

Keith Boykin said his builder altered the engineered roof design and an inspector "admitted that he did not inspect the roof system," citing COVID absences as the inspector's explanation. Boykin said the county later reopened the rough inspection and that his engineer met with county staff and gave instructions for corrections, but the engineer has refused to sign off because the work was not built to the engineer's specifications.

"I've already reached out to the North Carolina Department of Insurance. I've reached out to the building code council. I've reached out to the fire marshal," Boykin said, describing the escalation. He told the board he had also contacted the county attorney and had not yet heard back.

Chair asked Miss Tester (county staff) to look into the Boykins' case and report back to them. The board did not take formal action during the meeting but directed staff to follow up.

What’s next: County staff will review the inspection record and the Boykins' documentation and return to the board with findings or next steps for remediation or enforcement.
