The McCracken County Fiscal Court on Nov. 17 approved a major amendment to the A & K Construction contract and a small increase for a park contractor.
The court approved A & K Construction change order number 004C (dated Oct. 27, 2025), which the record says decreases the contract by $1,341,242.08. The figures presented in the meeting set the new A & K contract amount at $50,001,207 and $34.04 cents as the updated total. The judge executive was authorized to sign all documents necessary to effectuate the amended contract.
County officials explained they removed several purchases from the A & K contract so the county could buy the materials directly and avoid sales tax. "So we saved $1,300,000 in sales tax by purchasing the things directly from..." an official said during the discussion, and participants noted a roughly 6% sales-tax savings on the pulled items.
Separately, the court approved change order number 1 for Patent Unlimited, Incorporated (referred to in the record as Miracle of Kentucky) dated Nov. 6, 2025, increasing that contract by $2,350 for work at Lonoke Park. The new contract amount shown in the meeting packet and on the agenda was $226,707, and the judge executive was authorized to sign documents to effectuate that amendment.
Court members asked for clarification during discussion and were told some items were being purchased directly to achieve the tax savings while the installation work would remain under the A & K contract.
The motions carried after the usual motion/second and voice votes. The meeting moved on after the approvals.
