Member Lopez said he attended a State Water Agency tour and described the scale of conveyance work he viewed, saying the project discussed was roughly "$12,000,000,000." Chair Laura Hernandez, who also attended water meetings and seminars, said the Delta Conveyance Project has stalled in the Legislature and highlighted increasing climate variability. "We're seeing more frequent droughts followed by extreme flood events," Hernandez said, adding that such 'whiplash' increases urgency to invest in local sources.
Speakers framed the discussion as a reminder that statewide water projects are contested and that Port Hueneme — like other Southern California communities dependent on imported water — needs to diversify and develop local drought‑resilient supplies. No formal proposals, funding requests or motions were brought to the board during the meeting; the comments were delivered during agency member reports.
