Fishers City Council on Nov. 17 adopted the fiscal plan for the proposed Linwood Hills annexation and moved the annexation forward on first reading.
City staff described Linwood Hills as roughly 77 acres along Allisonville near 131st Street comprising about 159 homes and 162 lots. Officials said three neighborhood outreach meetings were held earlier in the month and that about 77% of residents have agreed to the annexation — above the threshold required to proceed.
Staff explained the annexation is tied to a sewer infrastructure project: survey and design work was reported to begin in October, with anticipated bidding in May–June and construction in late spring 2027. City representatives said a grant would pay for a large portion of the sewer infrastructure. Lindsey Bennett, corporation counsel, and other staff answered council questions about timing and cost.
On homeowner cost, staff said the grant covers most of the project including the tap fee, but property owners would still owe approximately $10,000 for lateral/tap work; staff described an option to finance that cost in monthly installments over roughly 20 years. Council members asked whether connection would be voluntary; staff said hookup is voluntary and that about 77–78% of homeowners indicated readiness to hook up.
Council voted to adopt the fiscal plan and accepted the annexation on first reading. Staff emphasized the project aims to replace failing septic systems in the area and provide long-term sewer access to properties that currently lack a nearby main line.
