Troy’s finance committee reported Nov. 10 and the council read the committee’s recommendations into the Nov. 17 record, asking the clerk to prepare resolutions authorizing procurement actions for fuel and water infrastructure.
Councilmember Sievert said the committee recommended that the Director of Public Service and Safety be authorized to purchase fuel items on the open market as needed for calendar years 2026 through 2028. The committee also recommended advertising for bids and entering into a contract for water meters and appurtenances for calendar year 2026, with meters at a cost not to exceed $1,000,000 and miscellaneous parts at a cost listed in committee materials (the record contains two close readings of that parts amount: $226,110 in the committee report and $226,100 in the clerk’s reading).
Resolution R63‑2025 (first reading) — authorizing bids and contracts for water meters/parts and authorizing fuel purchases for the specified years — was read as a first reading and will be carried over to a subsequent meeting; no awards or vendor names were announced at the Nov. 17 session.
Council and staff said the procurement process will proceed through advertisement and bid review, with specific contracts to return for council action in later meetings.
