The personnel committee reported that it met Nov. 10 and recommended preparing a memorandum of understanding (MOU) with the FOP OLC Troy Police Officers Association, the Ohio Police Sergeants Association (FOP OLC), and the Troy Police Captains Association to provide bargaining unit members greater flexibility in using holiday‑pay hours when taking time off.
Chair Mrs. Snead said the committee recommended legislation to be effective Jan. 1, 2026, authorizing the Director of Public Service and Safety to execute the MOU, and that the committee supports emergency legislation for immediate effect. “Under the MOU bargaining unit members would have more flexibility in using holiday pay hours when applying to take time off,” Snead reported.
Resolution R64‑2025 (first reading), described as authorizing the Director to execute the MOU and declared an emergency in the clerk’s reading, was read for the record and will be carried to the next meeting for any additional action. No final ratification or vote occurred at the Nov. 17 meeting.
