Orland Park’s Committee of the Whole voted to recommend awarding a contract for the Main Pump Station pump #4 replacement (RFP 25-062) to Ares Incorporated of Joliet, Illinois, at a base cost of $680,617 plus a contingency of $20,000, for a not-to-exceed total of $700,617.
Trustee Malani moved the recommendation to waive the standard competitive-bid finding in favor of solicitation of competitive proposals and to authorize execution of a contractor agreement with Ares as the lowest responsive, qualified proposer. Staff and Joel explained the work is specialized — acquiring and installing a pump matched to the village system — and that the municipality frequently receives few bids for these types of replacements. Joel said there is a long lead time to procure the required pump, and the committee’s approval helps ensure procurement and installation can occur in 2026.
Trustee Katsenas asked why there was a single bid and requested an explanation from staff. Joel and other staff said the specialty of the pump and past similar projects explained the limited bidder pool. Trustee Malani noted prior positive experience with Ares on village projects.
The committee approved the recommendation by roll call (unanimous among members recorded present).
Staff said final engineering design and procurement scheduling will follow; the contingency is intended to cover minor unforeseen issues during installation.
