Delaware County commissioners conducted several formal votes Nov. 17. Key outcomes include:
- Approved: Contract with Lochmuller Group for bridge inspections (four-year term, $690,459) to cover inspections of 197 county bridges; noted funding is approximately 80% federal, 20% local.
- Approved: Acceptance of donated operator/apprentice equipment and labor to complete berms at the sheriff's gun range, conditional on county legal counsel drafting/reviewing an agreement.
- Adopted: Ordinance 2025-27 (rezoning at 700 West & Highway 67) and Ordinance 2025-28 (rezoning at Wheeling) following favorable planning-commission recommendations.
- Adopted/Introduced: Ordinance 2025-29 (pay-period adjustment introduced), Ordinance 2025-30 (created fund and adopted to accept a $50,000 AEP tornado-siren grant after suspending rules), and Ordinance 2025-34 (created fund and adopted to accept a $10,000 Health Department injury-prevention grant after suspending rules).
- Approved: TrueRx pharmacy agreement renewal authorization (HR signature) and RPM asset valuation engagement for the mental-health recovery facility (statutory appraisal requirement).
- Approved: $25,000 claim to restore Pitney Bowes postage services for court administration and the larger payment-of-claims batch of $28,209,680.67 (roll-call votes recorded); payroll for 11/05/2025 ($1,018,533.60) was approved.
- Failed: Motion to introduce Ordinance 2025-31 (retiree-insurance changes moving employer/employee split from 70/30 to 50/50 and removing spouse coverage) died for lack of a second.
Several other administrative approvals and procedural items were completed, including board-appointments reminders, a gym liability waiver, and the sanitary district's offer of surplus equipment (street sweeper and Peterson truck) that commissioners agreed to accept pending reciprocal resolutions at Dec. 1 meetings.
