Clerk read Ordinance 64 authorizing the solicitations and the mayor (or presiding officer) explained the emergency declaration was driven by the building’s deteriorating HVAC. One council member described the conditions bluntly: “It’s about 99 degrees in there,” and other members recounted past incidents, including a reported gas smell that prompted concern about safety and habitability.
Council moved, suspended the rules where required and adopted the ordinance under emergency declaration so the administration can proceed to bid advertisement and, after board-of-control approval, enter into a contract for the work.
