The Madison Plan Commission unanimously recommended rezoning and approved a certified survey map (CSM) for a 5.1‑acre parcel at 3618 Milwaukee Street on Nov. 17.
Planner Tim Parks summarized the proposal to divide the parcel into three buildable lots and one outlot for stormwater management, with Lot 1 proposed as CCT (commercial corridor transitional) and Lots 2–3 proposed as TRU‑2 (traditional residential urban 2). Staff found the zoning consistent with the Milwaukee Street Special Area Plan and the city comprehensive plan and recommended forwarding the rezoning to the Common Council without conditions and approving the CSM subject to conditions in the staff report.
Therese Hansen, an architect on the project, described the planned street network and said the new north‑south local street would extend existing stubs and create pedestrian continuity; the team located a stormwater outlot to avoid shading adjacent community gardens. Joe Pajak, a Milwaukee Street resident, raised questions about pedestrian safety and vehicle access because the site sits adjacent to an Amazon delivery facility with heavy van traffic.
Commissioner Nicole Solheim moved that the rezoning was consistent with adopted plans and the commission approved the motion unanimously. Solheim also moved to approve the certified survey map and forward it to the Common Council with the staff report conditions; that motion likewise passed without objection.
Staff noted the project will dedicate right‑of‑way to allow future reconfiguration of Milwaukee Street and identified potential pedestrian and bike trail routing on the north side of Milwaukee as part of longer‑range plans.
