On Nov. 17 the Atlanta City Council voted to adopt (as substituted) a resolution (25 R 40 88) creating a Neighborhood Reinvestment Initiative commission to advise on fiscal responsibility, due diligence and potential expansion of eight active Tax Allocation Districts (TADs).
The substitute adopted at the council's Community Development and Human Services report incorporated two administration requests: a compressed timeline for deliverables (moving a target date to March 31 from a later date) and explicit identification of stakeholder groups to be represented on the commission. The commission is to include representatives from civic institutions, foundations, nonprofits and government officials to review redevelopment plans, recommend improvements and ensure fiscal safeguards when evaluating TAD expansions and renewals.
Council Member Jason Winston, sponsor of the resolution as substituted, said the commission will help ensure appropriate oversight and measurable outcomes for redevelopment areas. The motion to adopt as substituted carried on a unanimous recorded vote.
Council discussion noted the aims of improving redevelopment outcomes and aligning TAD expansions with equitable community outcomes; follow-up reporting responsibilities will be set by the commission and city staff.
