The Committee on Rules on Nov. 17 forwarded a wide-ranging package of legislation and nominations to the session agenda, including bills on artificial-intelligence oversight, trade incentives, education credentials and multiple board appointments.
Senator Duenas, reporting for the Committee on Finance and Government Operations, described bill 64-38 COR as "an act to add a new chapter 16 to title 5... relative to establishing the Guam artificial intelligence AI regulatory task force to develop a comprehensive framework for the regulation of artificial intelligence... in the government of Guam and private sector while protecting constitutional and organic act rights." The committee ordered the bill placed on the second-reading file with no objections recorded in the transcript.
The committee also reported bill 174-38 COR, the "Guam Free Trade Zone Act of 2025," which would designate a free-trade logistics zone, establish trade facilitation incentives and appropriate $500,000 to fund the act. Committee members ordered placement to the session agenda.
Education measures included bill 199-38 COR to add lifetime teaching certificates for experienced educators to chapter 27, title 17 of the Guam Code Annotated; the committee heard no objections and placed the bill on the agenda.
Committee reports from Land, Environment and Parks included multiple land transfers and park-expansion measures: bill 41-38 COR would transfer several lots in Jigo to the Guam Ancestral Land Use Commission; bill 49-38 COR would transfer Lot 258 PD to the Department of Parks and Recreation to expand Vicente A. Limtiaco Memorial Park. The Department of Public Works procurement authority for small purchases was reported via bill 143-38 COR. Several other bills across economic, election and public-safety topics were placed on the agenda with little or no floor discussion recorded in the transcript.
Senator Sabrina Salas Mantanani, the legislative secretary, summarized committee activity: "There have been 51 appointments submitted and 37 of those have been confirmed," and said a full report is filed in the committee drive. Nominations reported and ordered without objection included Julian R. Duenas to the Guam Board of Allied Health Examiners; Zita S.N. Ruiz to the Guam Historic Preservation Review Board; Carl E. Torres as a parent representative on the Guam Education Board; and Doyona Murato (transcript: Doyon a Murato) to the Guam International Airport Authority Board of Directors.
What’s next: the committee moved numerous bills and nominations to the second-reading file and adopted the session agenda; lawmakers scheduled reconvening Nov. 26 and Dec. 1, with voting planned for Dec. 4 after a recess for Thanksgiving and a state funeral on Dec. 3.
