The Town of Clayton council on Nov. 14 adopted a written monthly financial-reporting policy and approved a set of budget transfers and additional appropriations.
Speaker 1 introduced a policy the council had discussed previously; members said the policy primarily documents practices already being done and is not mandated by the State Board of Accounts. After brief discussion, the council voted to adopt the policy with an effective date of Jan. 1, 2026.
The council also approved a series of interfund transfers described by Speaker 3. Transfers included $170 from an unused 'Clerk Treasurer School' line to cover police overtime/overages, $500 to the electronic-office account and $2,500 shifted for a purchase/renovation. In total the transfers reported in the meeting add to $5,095; the motion to transfer funds was seconded and approved by voice vote.
Separately, the council completed an additional appropriation tied to storm-drain work on York that had been discussed at a recent special meeting and for which a public hearing was held earlier in the session.
What’s next: The finance policy takes effect Jan. 1, 2026. Staff will implement monthly reporting templates and the clerk will post or circulate monthly financial statements in accordance with the adopted policy.
