The Riviera Beach Planning and Zoning Board voted unanimously to forward a recommendation of approval for a site-plan application (SP25-0012) and special-exception (SE25-0005) allowing Bare Necessity Family Day Care LLC to operate a large family day-care home at 350 West 28th Street.
Senior planner Juan Suarez told the board the application was reviewed by zoning, utilities, fire, engineering and the building official and was found to comply with Chapter 31, section 31-544 (childcare, day care and preschool facilities). Suarez said staff mailed notice to properties within a 300-foot buffer and recommended the board forward the application to City Council.
Applicant LaConia "Latanya" Walker told the board she has operated in Riviera Beach for about 15 years and previously operated as a large family child-care home; she said she currently serves six children and would seek to expand capacity subject to licensing limitations. Walker said she holds CDA credentials and a health-department license and employs two additional staff on site.
Board members asked about parking and drop-off/pick-up arrangements; staff confirmed the code requires a minimum of two parking spaces and that one space would be used for drop-off/pick-up. Walker said parents would pull in and out and that the existing driveway and adjacent space would accommodate parking for drop-off.
A motion to accept staff recommendations was made, seconded and passed unanimously (yes votes by Anthony Brown, Marie Davis, R. Williams, Sandra Stringer and Chair William Wiley). The recommendation will be forwarded to City Council for final approval and any conditions the council may impose.
