The Area Planning Commission (APC) policy board on Nov. 13 approved Resolution T25-14, adopting an Indiana Department of Transportation (INDOT) request to move 10 projects out of the TIP''s information-only table and into the financially constrained FY2026'030 Transportation Improvement Plan.
Doug, an APC staff presenter, told the board the set is mostly maintenance work: five projects on State Road 52/Special 52, three on State Road 65, one on State Road 231 and one districtwide project. "Pretty much all of them are maintenance except for one project," he said, and highlighted a Special 52 project that will add bicycle and pedestrian facilities and connect two bus stops. "As you see, construction is targeted for 2028," Doug added.
Doug also described an adjustment to the State Road 225 reconstruction: the TIP previously showed a construction cost of just over $7,000,000, and the amendment raises that figure to just over $10,000,000. He said earlier bid results had come in "way over the engineer's estimate," a factor that contributed to the higher project estimate.
The Technical Transportation Committee reviewed the amendment in October and recommended approval; APC staff endorsed forwarding the resolution to the policy board. The board moved, seconded and approved Resolution T25-14 by roll-call vote with seven recorded "Aye" votes (Tracy Brown, Jody Hamilton, Gary Schroeder, Mike Gibson, Larry Leverenz, Debbie Calder and Aaron Easter).
Next steps: the amendment will be reflected in the FY2026'030 TIP as approved by the APC; construction schedules and final bid results will determine actual letting dates and final contract amounts.
