Superintendent Dr. Leslie and finance staff told the board the school division has dramatically reduced an accounts‑payable backlog and is now current on payroll. "We started at 8 inches, and that team has been working very diligently to get the backlog cut down," the finance lead said. School staff reported identifying $94,012.05 in prior reimbursements (from grants dated 2021) that, if approved by VDOE, would be returned to the county.
To address immediate bills, school finance requested an advance appropriation to move $70,356.49 from later quarters into the current quarter. The finance lead clarified that this request did not seek new money but a reallocation among already‑budgeted funds: "We are not asking for more money. We're asking to shift money from another quarter into this quarter to pay invoices." After procedural reading of the appropriation detail, a motion was made and the board approved the request by voice vote.
School leaders described additional reforms: publishing three‑year retrospective budget reports on the schools’ website, a scorecard to track forensic audit recommendations, improved procurement and oversight of activity funds and repeated training and office hours to improve communications between county finance staff and school personnel. The finance lead said the team remains cautious that system glitches and reclassifications of revenue could still affect year‑end statements, but that the schools had "turned a corner" toward current payments and transparency.
