Columbia Borough Council voted Nov. 13 to authorize application for payment number 5 in the amount of $235,470.84 to Iron Eagle Excavating for the McGinnis Innovation Park project.

Councilperson Stahl moved to approve the payment and Councilperson Kaufman seconded; the motion carried by voice vote. Council members confirmed the payment will be charged to grant funds and bioswale funding accounts and described a process to clear checks and submit draws to the Economic Development Corporation for bioswale funding reimbursement.

Council President (name not specified) said site excavation is on track to be largely complete before Thanksgiving, with some follow-up grading and seeding to be finished after that date. A council member noted that one of the already-submitted draws is clearing and another, larger draw, is in the pipeline. No public objections were raised during the motion.

The payment covers contracted earthwork for the park. Council did not request further delay and directed staff to continue processing the draw documentation and coordination with grant funders.
