The Rhinebeck Village Board voted to adopt a resolution clarifying who qualifies as eligible dependents for village insurance and benefits and to require domestic partners to sign an affidavit attesting to their partnership.

Board President introduced the measure, saying the proposed affidavit is “patterned on other municipalities,” and noted that “only the city of New York City issues actual, domestic partnership certificates” in the state. Trustee Pupko seconded the motion. The board approved the resolution by voice vote.

Supporters said the change is intended to codify longstanding administrative practice and to make benefit eligibility clearer for employees and the village. No amendments or conditions were attached to the approval. The resolution was presented as administrative policy rather than a statutory change; the board did not identify any additional authority beyond standard personnel and benefits administration.

The board did not take public comment on the item at the time of the vote. The resolution will be available in the clerk’s office as part of the village records.
