The El Paso County Board of County Commissioners approved the land-use consent calendar and then voted unanimously to enter an executive session at its Nov. 13 Land Use meeting.
Vice Chair Williams moved to excuse Commissioner Nelson from the meeting; the motion was seconded and approved by roll call with all four voting members recorded as "Aye." Vice Chair Williams then moved approval of the land-use consent calendar (items 6a–6d), a motion seconded by Commissioner Applegate and passed 4-0.
Commissioner Applegate asked that the county planning department take up proposed modifications to the county's electronic message (play) board at a later date, saying, "I'd like to, at some point, have further discussion within the planning department about, doing some modifications, but I do not wanna call this, off a consent." Applegate did not ask to pull the item from the consent calendar at the meeting.
Later in the agenda staff read a request to hold an executive session, stating the board proposed to meet "pursuant to Colorado Revised Statutes (CRS) 24-6-402(4)(b) and (e) for the purpose of holding a conference with the county attorney's office to receive legal advice on specific legal questions and determining positions relative to matters that may be subject to negotiations regarding compliance with CRS 30-28-133(4)." County Attorney Kenneth Hodges was named in the staff reading. A motion to enter executive session was moved, seconded and approved by roll call 4-0.
The meeting then proceeded into executive session.
The board noted there were no staff emergency items, no public commenters signed up on unscheduled items, no called-up consent items, no department or committee nonaction reports, and no addenda to the agenda. Staff announced the next meeting would be Tuesday, Nov. 18 at 9:00 a.m.
