Kaysville — City consultants presented a draft general-plan chapter on water to the Planning Commission on Nov. 13, outlining recent conservation updates, data limitations for secondary (outdoor) providers, and long-range supply projections.
The presenter summarized the city's conservation tactics, including an adopted 2025 water conservation plan with a target reduction of 10% and an aspirational goal of about 60 gallons per capita per day. The consultant noted that commercial, institutional and residential connections are reported as Equivalent Residential Connections (ERCs) and said the city currently reports an ERC total near 10,839.
On long-range supply, the consultant presented consumption and supply calculations and cautioned that "without new sources, Kaysville will face a 560 acre-foot (reported in the presentation) per year deficiency by 2060," later referenced as a 566 acre-foot projection in staff materials. The presentation also noted that roughly 80% of local water use is secondary (outdoor irrigation) supplied by third-party providers, and that pressurized secondary water connections are required to be metered by Jan. 1, 2030, which will improve data accuracy.
Staff said the city is pursuing additional supply options — including credits from an annual exchange with Weber Basin, recent under-contract underground water rights (about 120 acre-feet under application with the state), and potential future wells — while relying primarily on Weber Basin supplies for treated culinary water. Consultants said more granular secondary-provider metering and data will be needed to quantify secondary-water demand and that the draft general-plan amendment will include short-, mid- and long-term implementation suggestions.
Commissioners asked for comparisons of per-unit water use between housing types, raised concerns about outdoor irrigation demand, and requested that consultants provide data-driven equivalencies for different dwelling types so water arguments in zoning debates can be evidence-based.
Staff said a draft amendment will be returned in December for public hearing and stakeholder review.
