The Pittsburg City Commission on Nov. 12 approved an amendment to the city's master services agreement with Limelight Marketing LLC for the development, testing and deployment of a new city website at a one‑time cost of $154,000.
City staff explained the current site — built about 10 years ago with Limelight’s help — uses aging technologies and has reached the end of its useful life. Limelight representatives Brady Johnson (owner) and John (technical lead) presented an eight‑month phased timeline, three design concepts, and a scope that includes ADA compliance, improved security posture and user testing with community participants.
John said Limelight uses AI tooling to augment work but not to fully produce deliverables: "We use AI tooling to help us check our work, to help us move faster... We don't use it to do the work for us." The firm said the $154,000 is the total build cost; at launch the city will own the website outright. Limelight clarified current monthly retainer/maintenance averages discussed in the meeting ranged from a $3,000 retainer historically to a city‑noted recurring bill closer to $600/month for ongoing maintenance and support.
Some commissioners asked whether the city should competitively bid the work. Staff characterized the amendment as an extension of an existing master services agreement and cited the advantages of local presence and a decade‑long partnership, noting Limelight's local office and prior experience with the city's site. Commissioners debated waiver of a bid process and agreed to proceed with the amendment; the motion carried on a voice vote.
Next steps: staff and Limelight will proceed with the eight‑month build, user testing and scheduled go‑live; staff will return to the commission with any material change requests or change orders.
