Robert Pascuzzo, a local property and business owner, told the Punxsutawney Area School District board that morning and afternoon student drop-off lines on Byer Avenue regularly block driveways and prevent deliveries, saying the congestion "makes it difficult to do business between the hours of 8 to 9AM and again from 3PM to 4PM." He warned that emergency vehicles could be impeded if the problem persists.
Board members acknowledged the complaint and discussed options at length. A district administrator said the borough police had recommended routing parent traffic through campus in the past because staging on the road had been historically unsafe, but noted that routing parents on campus presents its own safety and scheduling constraints. The administrator also said supervision and contractual teacher start times limit how early doors can open, so adjusting the campus schedule may not eliminate off-campus lineups.
Several board members suggested continued coordination with the borough police and transportation providers; one board member reported that borough officers had ticketed early arrivals on at least one recent morning. A board member said the district will keep communication lines open with the borough and that the new board next month will be asked to form a group to evaluate logistics, costs and scheduling for potential changes.
