At the Nov. 12 Town Council meeting, Whitestown approved a package of professional services agreements, a construction change order and a park-shelter award, and adopted two routine resolutions.
Wastewater study: The council approved an agreement with CDS Engineering for a preliminary design study for a planned wastewater treatment plant expansion, with an expenditure not to exceed $308,000. Town staff described the study as a pre-design effort to determine size, pumps and requirements ahead of later design and construction phases.
Indianapolis Road Trail: The council also approved a contract with Versus Engineering not to exceed $240,400 for preliminary design of the Indianapolis Road Trail, a multi-year project that will connect Traders Pointe Church north along Indianapolis Road and tie to existing trails and new Padgett Commons. Staff said applying for federal MPO funding makes an early design effort advantageous.
Paving change order and park shelter: Council approved Change Order No. 1 with Grady Brothers to close out the town’s 2025 Community Crossing Matching Grant paving project for $98,437.01. Parks staff recommended award of a Panther Park shelter replacement to CRG Playground Company at $62,044.75 (lowest responsible bidder); the award includes a new pad and matching park aesthetics. Legal review of vendor terms and attached conditions was noted before final contract execution.
Resolutions and transfers: The council adopted Resolution 2025-27 to update council rules and procedures (e.g., formalizing the 6 p.m. start time and moving non-election-year officer elections to the last December agenda item). It also adopted Resolution 2025-26 approving a transfer of appropriations within the MBH fund to cover contractual services; staff described such transfers as routine during budget cycles.
Votes on the listed expenditures and resolutions were unanimous (5–0). The agreements are preliminary and staff said further design, permitting and construction authorization will follow separate actions.
What’s next: Staff will finalize agreements and perform required legal review, pursue federal funding for the trail as appropriate, and move forward with detailed design and permitting activities on the approved studies.
