The Hawaiian Gardens City Council on Nov. 12 authorized a joint exercise of powers agreement with the California Municipal Finance Authority that would facilitate a grant to the developer of the Hawaiian Terrace senior apartments, a 101-unit complex for residents 55 and older, CMFA representative Travis Cooper told the council.

Cooper said the grant would help convert a portion of market-rate units to permanently affordable units and that at least 40% of the complex's units would be restricted to households at 80% of area median income under the proposed grant arrangements. "The city will have no financial or legal obligations or responsibilities with regard to the grant," Cooper said.

Council members had no substantive questions and moved to adopt Resolution 033-2025 authorizing execution of the joint powers agreement; the council approved the resolution by roll call.

A member of the property's management team was present to answer questions. Staff characterized the action as enabling the award and not an appropriation of city funds.
