The City of Charleston council moved to adopt a Community Development committee recommendation on Nov. 12 to transfer fee‑in‑lieu funds from Decoria Square to Star Gospel Mission to support affordable and transitional housing.
Rev. Dr. Marion Platt, executive director and pastor of Star Gospel Mission, addressed the council during public comment and said the expansion would "add dozens of living spaces for men, women, and children experiencing homelessness, providing not just shelter, but transitional housing that moves people from crisis to self sufficiency by grace." She thanked the council for supporting the organization’s work.
Council reports noted the transfer‑in‑lieu recommendation had already been approved by the committee and the council approved the committee report by voice vote during the meeting. Councilmember Mitchell (community development) urged timely follow up and asked the clerk to ensure all councilmembers receive updates before the next community development meeting.
The council did not provide a breakdown of the fee‑in‑lieu dollar amount in the Nov. 12 record. Staff follow‑up was requested to coordinate next steps with the Star Gospel Mission and planning staff.
