The Andover City Council unanimously approved annexation and rezoning actions Nov. 13 for property near City Hall at 1904 East Central.
Julie, the city zoning administrator, told the council the owner petitioned to annex about 38 acres (approximate) that includes an existing single-family home and related outbuildings. Staff advised that water and sewer lines are close enough to serve the property. Council adopted an ordinance annexing the Green Meadow addition and later adopted a resolution notifying Evergy Inc. as the electrical supplier, with consideration and selection scheduled for Jan. 13, 2026.
The council also approved a final plat and changed the zoning classification on the annexed portion from Butler County AG-40 to City SF-1 (single-family residential, low density). Julie and planning staff noted unusual property constraints — floodplain on three sides and a narrow access strip — and discussed how the layout could affect future development. Council accepted staff recommendations and approved the dedications of land for public purposes and the rezoning ordinance; motions carried 6-0.
A 30-day appeal period to district court was announced for affected parties following the final decision.
