The New York City Council on Nov. 12 adopted a coupled general orders calendar that included a slate of land‑use and finance items, committee reports and several administrative introductions.
Key items adopted on the general orders calendar included:
- Intro 7‑48 (Cold War veterans property tax exemption): Sponsors described a 15% exemption of assessed value up to $48,000 for qualifying Cold War veterans, with additional exemptions up to $160,000 for veterans disabled due to service. Members in favor framed the measure as overdue tax relief for veterans.
- Intro 12‑50a (board bylaws transparency): Required community boards, borough boards and advisory bodies to publish bylaws and update them within two weeks of changes to ensure public access.
- Intro 13‑08 (small business licensing omnibus): A package to modernize and consolidate small business licensing categories, remove duplicate fees and some bond requirements, and strengthen consumer complaint handling.
- Intro 11‑93a (home improvement contractors): Requires contractors to disclose required permits and directs agencies to run consumer outreach and education in multiple languages.
- Intro 79 (pedestrian lighting): Directs DOT to install new pedestrian lighting fixtures on at least 300 commercial corridors per year to improve safety.
Clerks stated that, except for a few items with separate tallies, most coupled items were adopted by a vote of 45 in the affirmative, 0 in the negative and 0 abstentions. Intro 11‑23b (containerization) and LU 398/LU 399 had separate tallies (see other articles). The council also adopted several ceremonial and commemorative resolutions by voice vote (for example Black Solidarity Day and Alpha Kappa Alpha Day).
What this means: items adopted on the general orders calendar now proceed through required administrative and land‑use review steps; several items require agency rulemaking or implementation plans.
