Palm Springs City Council approved several staff‑recommended contracts and honors during its Nov. 12 meeting.
Convention center professional services (Item 1f). Council approved professional services agreement No. 25Q414 with LMN + O2 joint venture to provide architectural and engineering services for the Palm Springs Convention Center modernization. Staff said the nationwide RFQ drew 94 pre‑qualification participants and 10 statements of qualifications; three firms were shortlisted and interviewed by a nine‑member evaluation panel that included local architects and an Agua Caliente Band representative. The overall design budget was discussed at roughly $9.9 million for design work with an initial authorization for approximately $1.0 million of preliminary design services; staff estimates the entire project could reach approximately $135 million. Motion carried 5–0.
Police firing‑range upgrade (Item j). The council approved construction contract No. 25S423 with Action Target, Inc. in the amount of $1,455,155.38 to replace HVAC, target systems, and other range infrastructure at the Palm Springs Police Department's indoor firing range. Staff emphasized the work addresses air‑quality and safety deficiencies and supports multiagency training. Council recorded a 5–0 vote to approve the contract.
Swim center design (Item 1r). A task order to retain IDC for construction‑level design of the swim center was approved. Staff described a long community engagement and concept process that has evolved into construction documents for ADA access, locker rooms, office space, additions and roofing work. Project cost estimates were discussed in the $6–7 million range; design fees were described as roughly 12% of construction cost. Council approval was unanimous (5–0).
Historic site designations (Items 2a & 2b). The council adopted Class‑1 historic designations for the Cullerton Chaddock residence (572 West Santa Elena Road), a 1961 redesign by architect William Cody, and the Ruben (Rubin) Building (457 N. Palm Canyon Drive), a 1946 mixed‑use building by Albert Raymond Walker. Planning staff and the Historic Site Preservation Board recommended both nominations; property owners and nominators spoke in support. Council votes were 5–0 for both designations.
Economic subsidy reports. As part of a separate item, the council accepted statutorily required reports for eight hotels that participated in the TOT incentive program (and approved a technical baseline correction for one hotel covenant). The public hearing produced no speakers and the council accepted the reports 5–0.
