Moab staff told the council on Nov. 12 that work on the Mill Creek stabilization at 500 West required additional contract costs after field crews discovered a concrete mat beneath the bridge that was not originally in contract plans. Mark (public works) said the concrete mat and a shallow water line forced a redesign of the riprap and regrading, which increased sediment removal and quantities and pushed the contract beyond the administrative change‑order limit.

The council was asked to approve a $71,005.80 change order to cover the additional work. Staff said the project is complete, that some previously scheduled tasks (removal of pedestrian‑bridge abutments) were rolled into the contractor’s mobilization, and that the budget impact will be covered by the project’s insurance claim for flooding and the capital improvement program. Mark explained that the shallow water line may need future replacement because of its shallow depth, but he said current regrading protects the line for now.

Council approved the change order; staff framed the work as a necessary on‑the‑ground redesign to avoid putting riprap over the existing concrete mat and to protect utilities discovered in the excavation.
