The Rome Common Council on Nov. 12 carried a package of resolutions and ordinances that included a grant application for the SFM skate park, multiple small property sales, and the acceptance of donations.
Resolution 149 authorized the mayor to apply for and accept grant funds from the Dormitory Authority of the State of New York (DASNY) through the CREST program for the SFM skate park project in an amount not to exceed $1,000,000. The resolution was moved, seconded and carried by voice vote.
The council also accepted two $400 donations: Resolution 150 accepted $400 from the Rome Lions Club to support a movie screening at the Capitol Theater, and Resolution 151 accepted $400 from Aislin/Aislyn Jaskalka (donor name spelled inconsistently in the transcript) that was discussed during public comment for the donation of three bicycle safety signs. Bobby O'Brien of the Rome Waterways and Trails Advocacy Group (RTAG) asked the council to accept the signs and described planned placements at Bellamy Harbor Park, Hazleton Park and Pinty Field.
Several ordinances authorizing property sales and acquisitions were carried by voice vote. Ordinance 9831 authorized sale of city-owned Parcel 304 A North J Street for $2,000; Ordinance 9832 authorized sale of parcels 428 through 430 West Court Street for $2,000; and Ordinance 9833 authorized acquisition of real property for expansion of the wastewater treatment plant (the council described purchasing the former Tuxedo Trailer Park as part of that expansion).
Ordinance 9830 authorized street closings for the annual winter holiday tree lighting ceremony and the Rome Lights Fest 5K run/walk and was carried by unanimous consent. Ordinance 9834 (partial discontinuance of Wolf Lane behind 1605 and 1607 North George Street) was moved but the council voted to table that item. Separately, Ordinance 9828 (a rehabilitation agreement and sale of city-owned parcel at 606 Croton Street for $4,000) was taken from the table later in the meeting and carried after councilors discussed bid information.

Next steps: donations will be accepted by the city as authorized; the mayor can pursue CREST funding subject to program approval; the tabling of Ordinance 9834 means the Wolf Lane discontinuance will return for future consideration.
