City staff updated council on planning and near‑term use of the Kemper Street parcels, highlighting long‑range transit‑oriented development (TOD) plans and an immediate need to host a temporary fuel site.
Staff said a small portion of the property (1201/1305 Kemper) remains encumbered by past Federal Transit Administration (FTA) funding and that the city has been negotiating an FTA release to clear the deed for redevelopment. "When GLTC purchased these two parcels... they used FTA funds... so we have to take into consideration FTA's investment in that property," staff said.
The city received a competitive three‑year "thriving communities" grant that will fund consultants to prepare a playbook for environmental mitigation, multi‑modal improvements along 12th Street, and initial site readiness efforts. Staff noted subsurface contamination and other mitigation work will be necessary before private development is feasible.
In the near term the city plans to use the Kemper Street site as a temporary fueling station for more than 900 fleet vehicles while the Memorial Avenue fueling site is reconstructed; staff estimated the temporary station would be needed for about seven months, with construction on Memorial Avenue expected to coincide.
Council members raised questions about possible underground parking and how freight, parking and mixed‑use commercial desires from the neighborhood (fresh produce, laundromat, pharmacy) will be reconciled with site constraints. Staff said many grants cannot be pursued until the FTA release is complete.
