The Victorville Planning Commission conducted a public scoping meeting on Nov. 12 for the Inland Empire North Logistics Center (IENLC Victorville) draft environmental impact report. The city is the lead agency under CEQA, and staff and the applicant’s environmental consultant outlined the scope of environmental review and solicited scoping comments.

Cindy Hoover of Dudek, the project’s environmental consultant, described the proposed project as two industrial warehouse buildings totaling about 1.66 million square feet on approximately 113 acres east of Stoddard Wells Road and bounded by I‑15. Proposed work includes roadway improvements to Stoddard Wells Road and construction of utility and stormwater infrastructure. Hoover said the city determined an EIR is required because of the potential for adverse environmental effects; anticipated topics for analysis include biological resources, air quality and greenhouse gases, noise, transportation and public services. The notice of preparation was issued Oct. 24, 2025, and scoping comments will be accepted through Nov. 24, 2025. The draft EIR will circulate for a 45‑day public review period.

Commissioner Marshall asked about the location of a planned regional rail station and whether transit‑oriented housing was being considered; staff said the station would be located in Apple Valley and offered to follow up with a clearer map regarding station location and potential housing opportunities. No members of the public requested to speak during the scoping meeting portion of the hearing.

The meeting is informational only; no decision was made. Dudek will incorporate scoping comments into the draft EIR, which will be circulated for public review and comment per CEQA timelines.
