The Delaware County Transportation Improvement District voted to award a construction contract to Shelly and Sands for improvements at two County Line Road intersections after staff reported the apparent low bid of $4,729,929, about 9.5% below the engineer’s estimate.
Rob, a county engineer’s office staff member who presented the bids, said the low bid “was 9 and a half percent under the engineer's estimate, so it was very good news.” The board moved and seconded the award and approved it by voice vote.
Rob told the board the project is expected to run in a May–September window next summer and that the two intersections will be worked sequentially rather than closed at the same time. He also noted the top three bids were relatively close, which the staff interpreted as a healthy competitive response.
The award follows a staff recommendation and is recorded as the board’s action under the meeting’s consent/contract items. The board did not discuss specific contractor scheduling details beyond the May–September target period. The project’s financing and any required right-of-way work will be handled through the TID’s normal contract oversight process.
The board also approved other routine business during the meeting, including minutes and a separate budget amendment to enable related grant and invoicing accounting (see separate item).
