Applicant Catherine (Katie) Self, who operates Chickadees Preschool and is state licensed, said she does not intend to use the full 12‑child allowance and expects to operate two three‑hour classroom sessions with about seven children per session. "I don't plan to teach 12 children… I just would like the option of, like, a max of 8 children," Self said.
Assistant planner Candace Fry reviewed agency comments from engineering (peak‑hour trip estimates), the Nampa Fire District (water supply and fire access) and the building department (permit/inspection requirements). Staff recommended conditions including obtaining a home‑occupation permit, compliance with city and state codes, and parking requirements so vehicles do not block driveways.
Commissioners sought clarification on whether the permit runs with the land and on safety/inspection steps; staff recommended tying the permit to the provider and the property or using a development agreement. The commission approved the CUP with the added condition that the provider reside at the property. The permit becomes effective 15 calendar days after issuance unless appealed.
