Council Members introduced proposed code amendments to provide that real property owned by the Fulton County/City of Atlanta Land Bank Authority, doing business as Metro Atlanta Land Bank, should not be subject to payment of solid‑waste taxes, assessments and service fees. The resolution also would authorize the Land Bank to extinguish solid‑waste fees owed by the City of Atlanta, consistent with powers under the Georgia Land Bank Act, and allow municipal revenue collectors to file releases of related liens.
The Community Development Human Services Committee forwarded the legislation without recommendation. Department staff, including Keith Robinson, deputy commissioner for the Department of Public Works, told council members they needed more research to understand the number of properties affected and the dollar amount of delinquent accounts, and to determine where any waived fees would be charged (general fund or other). The council moved to hold the item; the recorded vote to hold was 3 ayes and 1 nay, and the item remains under committee review.
Council requested further departmental analysis of the fiscal impact before taking action on the exemption or authority to extinguish fees.
