Jackson County commissioners on Nov. 10 approved several routine contract renewals and budget amendments, including the annual Senior Rx contract, recognition of a rural public transportation federal pass‑through, and an adjustment to Emergency Management (EMA) funding after state guidance about FEMA's EMPG grant.
Director Coleman (Speaker 9) reported the county will receive approximately $100,000 passed through from ALDOT (from excess federal dollars passed down), which under the county's 50/50 match setup yields about $53,000 positive to the county budget. "Every now and then when there's still federal dollars left they'll pass it through to ALDOT, and then they'll pass some of those funds down to us... so this year, we received approximately a $100,000," Coleman said, describing the revenue-outlay mechanics.
The commission also reviewed an annual contract renewal for the Senior Rx program for $24,000; Director Coleman said there were no changes to funding or terms and recommended renewal.
Separately, staff reported that the State EMA has informed counties FEMA's EMPG (Emergency Management Performance Grant) funds for the prior fiscal year have not been authorized; staff recommended removing that revenue from the budget and replacing it dollar‑for‑dollar from the county general fund to keep the EMA budget balanced. Staff estimated the amount at roughly $38,000 but said the number will be clarified.
Chair (Speaker 1) then called for a motion to approve a package of budget amendments covering the SRO pay adjustment, Revenue Commission carryover, litter control transfer, RPT grant accounting, and EMA adjustments. Commissioners moved, seconded and approved the motion by voice vote.
What happens next: staff will post the renewed Senior Rx contract, record the RPT grant revenue and match in the county accounts, and adjust EMA budgets until federal authorization (if any) is clarified.
