The Fall River City Council moved several traffic and parking ordinances forward at first reading, approving emergency preambles where applicable and separating Lindsay Street for a conditional vote that ties its final adoption to MassDOT changes.
Council adopted an emergency preamble and passed all readings for ordinances affecting Grant, Grinnell and Wilcox streets. Staff also presented miscellaneous traffic changes under Item 4, including time-limited parking on Dwelling Street and a passenger zone on Bank Street intended for daycare drop-off and pick-up hours.
During questions, Stephanie McCarthy, director of traffic and parking, clarified that the Bank Street restriction is ‘‘for a daycare drop off and pick up." Councilors separated Section 3 (loading zone on Lindsay) and Section 5 (handicap removal at Lindsey/Lindsay) to permit tailored conditions for Lindsay.
The separated actions and first-reading approvals mean several changes will now proceed to implementation steps such as traffic-board review or signage installation; the Lindsay-related sections were advanced only after council attached conditions requiring MassDOT curb work and local no-parking controls.
Next steps: staff will present final drafts and any traffic-board referrals for formal adoption after required modifications and signage are completed.
