The Connecticut Appraisal Board on Nov. 20 accepted the application and work product of an RCR applicant identified in the record as "Mister Badmus" (who also gave the name Adebo Adebakos) and approved experience documentation submitted by RCR candidate Jesse Warzocha. The board also granted a time-limited extension to provisional appraiser Joseph Salvati so he can complete three qualifying education courses and file his experience log.
Chair Jerry opened the meeting by asking for revisions to the Oct. 8 minutes and then moved into the review of old business. Commissioners heard from Adebo "Mister Badmus," who described a challenging waterfront appraisal assignment and said his supervisor corrected his work. Supervisor Richard Martinez explained that, for the waterfront property, the team relied on extended comparable searches and local contractor pricing to derive a cost approach. Following questioning, the board voted to accept Mister Badmus’ submitted reports and work log.
On the Salvati matter, Joseph Salvati told commissioners that the vendor McKissick deleted the remaining courses from a package he had purchased and that the vendor later offered a reduced price to restore access. Staff reported Salvati is at the end of his sixth-year eligibility and still needs three qualifying courses and the experience documentation required to sit for the license examination. Commissioners debated options ranging from a short (three-month) extension to a longer date aligned with the licensing cycle. Commissioner John Galvin moved to extend Salvati’s provisional license through April 30 to allow him to finish the three classes and submit his work log; the motion passed 3–2. Salvati said he appreciated the board’s decision and reiterated that the McKissick disruption had stalled his progress.
Separately, the board reviewed and approved the experience log and sample selection for RCR applicant Jesse Warzocha, selecting four reports that include single-family, condo and multifamily examples and asking Warzocha to present his best appraisal for review. Staff asked that at least one selected sample include a cost approach.
Next steps: Staff will notify the applicants of the board’s actions and, for Salvati, monitor whether the qualifying courses are completed and the experience log submitted before the April 30 deadline.
