The Franklin County Board of Supervisors approved Amendment No. 1 to the Twin Rivers Exploration FLC road‑use agreement following a discussion about how to account for a check Wright County had submitted under a similar arrangement.
Some supervisors questioned why the check would be placed in an administrative fund rather than given to secondary roads, saying the county’s view is that drainage damage from work in a right of way is the responsibility of the secondary roads division. "In my book, this is for the secondary roads right of way permit," one supervisor said, urging that funds be available to repair damage to drainage tiles in the right of way.
Staff acknowledged the check was still in the office and said the county had yet to disburse it. After staff and supervisors discussed options — including using the money as a permit fee or putting it in a fund specifically for drainage repairs as Wright County had done — the board moved, seconded and approved the amendment; members recorded voice votes of 'Aye.' The board also signed a Franklin County signature line as a housekeeping matter.
The board did not adopt a specific transfer or budget action at the meeting; staff said they would prepare the appropriate paperwork and have a plan for where the funds will be held and used if drainage damage occurs.
