Roseville police on Nov. 10 presented results from two policing initiatives: a year‑old retail unit embedded at Rosedale Center and the city’s participation in the Bureau of Criminal Apprehension‑led Violent Crime Reduction Unit (VCRU).
Officer Ryan Pavlak and Officer Dennis Cook described daily proactive patrols, relationships with Rosedale security and loss‑prevention teams, and a substation presence that helped stores report crimes they previously would not have. The officers said reported shoplifting increased (their interpretation: improved reporting and immediate apprehension, not necessarily more theft overall) and credited rapid response for several major cases, including a national Lululemon theft ring and interstate fragrance‑theft conspiracies that resulted in arrests and recovered merchandise.

Jorgensen cited the unit’s statewide seizures and arrests, including hundreds of firearms seized and major fugitive apprehensions. He said the unit brings federal resources and analytical tools to local investigations and serves as a force multiplier for Roseville detectives.
Council members praised the collaboration and asked operational questions about dispatch, deployment and metrics. Officers said loss‑prevention teams and store managers may call them directly; 911 remains an option, and officers also monitor Rosedale security radio dispatch.
