The Planning Commission of the City of Fortuna voted to approve design review resolution PDash2025Dash3140, permitting structural additions at the Tractor Supply store at 1000 River Ranch Road.

Planning staff presented the project and its history, noting an original design review approval on July 2, 2013, two subsequent building permits, and a certificate of occupancy dated Jan. 23, 2014. "The applicant is proposing to construct a 1,760 square foot garden center addition and a 1,855 square foot feed storage addition," planning staff member Katie said during the presentation. The site is a fully developed three-acre parcel in the Riverwalk District, adjacent to light industrial uses and Recology, staff said.

Staff reported the additions would use existing fenced storage north of the main structure and would direct a new merchandise pickup area through an existing drive aisle; no new ingress or egress onto public streets is proposed. Katie also described proposed materials and colors: corrugated metal panels and darker metal roofing intended to match the existing building.

On environmental review, staff recommended the commission find the project exempt from the California Environmental Quality Act under CEQA Guidelines §15061(b)(3) (the "common sense" exemption) and §15301(e) (minor alterations to existing private structures), and stated no exceptions under §15300.2 applied. The commission did not receive any public comments during the opened public hearing; staff and the chair confirmed no online or in-chamber speakers were present.

A commissioner asked about stormwater and drainage; Katie said drainage design and review would take place during the building permit review by the public works department and the city engineer. After a brief site-inspection comment—"It will benefit Fortuna," one commissioner said—the commission moved to adopt the resolution. Staff read the resolution title aloud describing the design review approval for elevations, colors and materials and the CEQA finding.

The vote was recorded with Commissioners Eamon, Christiansen, Vice Chair Nichols and the Chair affirming approval. The chair declared the resolution adopted. The commission had earlier approved the consent calendar minutes from Oct. 28, 2025, and then adjourned.
