At a public hearing on Nov. 10, 2025, Richard Baldelli, president of the Lake Lona Shores Condominium Association, asked the Department of Public Health to include a $99,000 Drinking Water State Revolving Fund (DWSRF) loan in the state's FY2026 Intended Use Plan to pay for an atmospheric storage‑tank refurbishment.

Baldelli told the hearing that Connecticut DPH has mandated the tank refurbishment and set a compliance timeline that the association expects to meet if funding is granted. "We are Lakeland Owner Shores is requesting $99,000 from the drinking water state revolving fund to have this ATR work completed," Baldelli said. He added the association has submitted a completed application, has obtained an updated estimate from its contractor and is ready to proceed.

Baldelli described the system as a very small community of 48 units, including families and retired residents, and said the requested loan would ensure the association meets DPH drinking‑water requirements. The written comments from the association were entered into the administrative record as a department exhibit and Baldelli confirmed at the hearing that he co‑drafted and adopted those comments for the record.

The draft IUP was published for public comment on Oct. 6, 2025, and includes federal Infrastructure Investment and Jobs Act funds the state is receiving through the U.S. Environmental Protection Agency. Department staff said all oral testimony and written comments will be reviewed and considered in preparing the final IUP; a hearing report and the final IUP will be published on the Department of Public Health website. No formal decision on the association's request was made at the hearing.
