Councilmember Walker asked whether the Kimley‑Horn engagement for a water‑pipe inspection included designing the custom manhole entrances needed for the Village Parkway pump station feed to the city’s elevated water tanks. Staff (Mike Garza, speaker 12) confirmed the agenda item covers the design of those entrances so the inspection tool can be run through the pipelines; Garza said the fabrication of the manholes will be based on that design. Walker also questioned Cole Construction’s experience with soil‑nail supported gabion walls and aerial crossings; staff noted Cole Construction will employ an expert subcontractor for sewer line and soil‑nail installation work, and that Russell Corp. will perform the gabion‑wall installations.

Councilmember Walker moved to approve consent items A–G; Mayor Pro Tem Don Carroll seconded. The mayor called the vote and recorded Walker, Caroll, Nevills, Premkumar, Matthew and Hill as voting in favor; the motion carried.

Staff additionally clarified an easement‑abandonment request for consent item G: the easement sits under the applicant’s building and was dedicated years ago but never used; staff said the city has processes to re‑request right‑of‑way if needed in the future.
