The Lincoln County Board of Commissioners on Nov. 10 voted to recommend the Nebraska Liquor Control Commission approve a manager change for Fast Stop 11 55 Inc., a convenience store with locations in Sutherland.
Applicant Victoria Eustell (who goes by Vicky) appeared before the board and said the store owner lives out of state and needed a local manager. "I've worked for places where we had liquor license and stuff, but I've never had to have a liquor license," Eustell said, adding she has experience working in establishments that sell alcohol and stressed ID and carding protocols. "I always emphasize with my employees that we need to make sure we record...the liquor license is on the line when we do not follow the protocol on carding."
County staff noted the application lacked some supplemental documents listed on the form — such as a birth certificate or passport, a private background statement and the applicant's individual history — and commissioners included a condition in their recommendation that those items be submitted to the satisfaction of the Nebraska Liquor Control Commission. "I'll make that in the form of a motion that we approve, with the caveat...that the items listed, additional information requested be met to the satisfaction of the Nebraska Liquor Control Commission," said the mover. The board approved the recommendation by roll call.
The recommendation from the county is advisory and will be considered by the state Liquor Control Commission as part of its licensing review. Eustell told the board she would notify her area supervisor and provide the requested documentation.
