Jesse Walton, County Public Works (Speaker 7), told commissioners that contractor equipment has moved in and construction on the landfill perimeter berm had started, and reported that the section of Baskerville would be closed for about a week and a half to accommodate work. Walton presented a construction stormwater pollution prevention plan provided by engineering firm Terracon and requested authorization to sign the owner-certification once the attachments are located and verified. Commissioners asked staff to affix the owner certification to the related attachments so the record is clear before signing.
Public Works also reported multiple facility and equipment items for commission consideration: a burial/road-crossing permit (approved separately); an updated sworn proof-of-loss for the courthouse roof (approved separately); and an estimate to repair a county truck damaged last week for $5,319.08, which staff have submitted to insurance and will not pay out until insurer funds are received. Walton gave repair estimates for landfill containers: one with rails only estimated at $2,250; two needing floors/sides/fronts estimated at $5,000 each; and a box needing back-door frame repair estimated at $1,250. Staff noted a new replacement container from Oklahoma would cost roughly $11.05–$12.00 (transcript figures) and asked the commission to consider whether to repair or replace.
Commissioners urged staff to gather supporting attachments and additional bids where appropriate before executing owner certifications and agreed to revisit larger repair decisions after a week for additional review. Walton also flagged future work including repainting the annex building and issuing countywide tire bid solicitations for shops.
Ending: Commissioners approved staff to initial and sign adjusted documents provided attachments are confirmed and asked Public Works to return with attachments or additional bids; they did not authorize major repairs or replacements without further review.
