Cascade City Council voted to approve Resolution No. 103-25 on Monday, obligating and appropriating urban-renewal tax-increment financing (TIF) revenue to reimburse incremental property taxes and business incentives due in fiscal 2027 and to submit required indebtedness forms and the annual renewal report.
The action drew several minutes of discussion after a councilmember raised concerns that a property within the redevelopment area lacks stormwater containment and may be in default of its development agreement. "He is in default of our agreement," a councilmember stated during the debate. Another councilmember responded that the certification before the council does not release cash to the developer, saying, "I'm certifying for the first time $5,400 for him. But he is not getting any of it. That will all stay in the city" and that the amount would be retained to cover TIF-related legal fees.
Presiding officer and staff noted the certification is a procedural step to obligate funds and to submit required paperwork; they said the city will hold the funds in the TIF account as shown in the development-certificate language. Councilmember concerns centered on whether required stormwater mitigation or other covenants had been satisfied before disbursements could be made.
Council voted on the measure after untabling the item. On the roll call, Councilmember Hush recorded a "nay"; other members present voted "aye" and the resolution carried. Councilmembers said staff will follow up with the property owner or developer to resolve outstanding stormwater questions before funds would be disbursed.
The council did not adopt any additional enforcement action at the meeting beyond directing staff to pursue clarification with the property owner and to keep the certified funds in the TIF account pending resolution.
