Indian Trail — The Town Council on Nov. 10 approved three zoning actions and a stormwater construction agreement, clearing the way for industrial uses on two parcels, a map-color change on a third parcel, a conditional modification allowing outdoor seating at a brewery, and design work to relocate a dry detention facility for the Stallings Volunteer Fire Department.
Planning staff presented the day's land-use items. The council unanimously approved ordinance 419 (ZM2025-0031), rezoning 13.9 acres on Brickyard Road from regional business district to light industrial to match the owner Charlotte Pipe and Foundry and the adjacent property. Staff noted a mining-overlay on part of the site tied to state mining permits that staff said remain under state review; removal of the overlay will be handled after the state releases the mining rights (staff: Brandy Deese).
The council also unanimously approved ordinance 420 (ZM2025-0107), rezoning a 2.81-acre parcel on Business Park Drive to light industrial to reduce nonconforming uses. Britney Linz, attorney for Madison Capital, said the applicant plans to keep the existing building and had conducted voluntary outreach to nearby residents.
On a separate item the council approved a conditional-zoning modification (ordinance 421, CZ2022-0336M) for the property at 5519 Indian Trail–Fairview Road to allow outdoor seating for Sweet Union Brewing Company with a revised concept plan and adjusted parking calculations. Staff presented updated parking counts (post-improvement total 41 spaces; staff noted 21 required indoor spaces plus 12 spaces for the outdoor seating area). The modification drew objections from nearby residents concerned about parking and public-safety implications; after clarification of the vote the council recorded a 3–1 tally, with Council member Clarence Alsabrooks voting no.
Council also approved, unanimously, an agreement to provide design and project-administration support for the relocation of a dry detention pond tied to NCDOT impacts for the Stallings Volunteer Fire Department. The agreement amount presented to council was $358,566.40; staff said the town will provide review and limited staff time while the fire department will fund construction and long-term maintenance obligations.
Other administrative business handled at the meeting included approval of the consent agenda, selection of Reverend James Campbell as the parade grand marshal, and a public-works update on the town's five-year resurfacing plan.
What happens next: For the rezoning and conditional-zoning items, staff will file the adopted ordinances and implement any conditions described in the zoning approvals. For the stormwater project staff will proceed with the design work and follow the agreement's invoicing and review process.
