City staff (referred to in the discussion as Deanna) described the proposal to start the school-zone designation between Jackson and Van Buren and to install appropriate signage. "We should drop the speed limit down to also help with the safety of the kids," a councilmember said while introducing the concept of a school zone and potential lower speeds. Councilmembers and staff discussed specific options including S1-1 school-crossing signs, solar-powered flashing beacons, timed flashers that activate during arrival and dismissal windows, and whether to retain or relocate existing crosswalks.

Members proposed trialing a 25-mph school-zone speed in the area and then lowering to 20 mph if data or observations showed the need. Several councilmembers emphasized education and enforcement—posting notices to the community, using crossing guards, and coordinating with deputies who have been conducting radar enforcement in the area. One councilmember suggested placing a sign near Casey's convenience store where it would be unobstructed by trees.

A motion "to move the speed limit signs prior discussion" was made and passed by voice vote. Councilmembers asked staff to return with recommended sign locations and specifications and said they would monitor the change to see whether further speed reductions are necessary.
