Indian Trail — Public Works updated council on the town's five-year resurfacing plan established in October 2022, reported progress from three recent resurfacing contracts and proposed a $1.2 million near-term contract to complete remaining streets.

Todd Hunsinger said the town's 2021 pavement-condition survey showed 63% of town streets scored below the goal; the 2022 plan targeted a town-wide average of 80. Hunsinger summarized recent contracts: a July 2022 contract of $2.5 million (3.4 miles, 20 streets), a March 2024 $3.0 million contract (8.99 miles, 33 streets) and an Aug. 2024 $3.2 million contract (8.53 miles, 33 streets), totaling roughly $9.9 million spent of a planned $15.06 million program. He reported current per-mile resurfacing estimates near $300,000.00 and explained that state grant funds had been exhausted; future work will rely on capital reserves and the Powell bill funding.

Staff recommended proceeding with a $1.2 million contract this budget year to finish multi-phase subdivisions (Brookhaven, Sutter Ridge/Brook Valley) and to upgrade Navajo Veil in preparation for a future roundabout and complete-streets project. Hunsinger said typical resurfacing life is 10–15 years and noted a policy emphasis on pavement-preservation techniques to extend service life.

What happens next: Staff will complete the current $1.2 million contract, await the results of the latest pavement-condition survey (expected in about a month) and return to council with options for additional contracts and proposed funding sources in the next budget cycle.
